New Wesham Housing Application
(Land East of Fleetwood Road: Fylde Borough Council Application 11/0763)

A new planning application for 100 homes at Wesham has been submitted.

The latest proposal for housing on the land to the east of Fleetwood Rd is on one of the fields previously rejected by the High Court. The field is of the same tenanted working arable farmland as the previous rejected application. Concern has been expressed that the new application is intended as a first phase which if successful would be followed by a further application to fully reinstate the previous scheme for 264 homes. The site layout shows the same spine road terminating at the field boundary.

Over a period of nearly 3 years the previous scheme was comprehensively rejected by the Council's planning committee, the government inspector, the Secretary of State, and finally on September 1st 2010 by the High Court.

A housing developer’s appeal against the government’s decision to reject controversial plans to build 264 homes in Wesham has been dismissed. In 2008, Metacre Ltd, owned by one of Lancashire’s richest men Trevor Hemmings, who also owns Preston North End FC, submitted plans to build 264 affordable homes to the north of Mowbreck Lane. In November that year, residents launched a campaign against the plans which would have resulted in the loss of green belt land. The plans were unanimously refused by Fylde Council last year but the developer then appealed the decision and a planning enquiry was launched. Secretary of State Eric Pickles quashed the appeal but Metacre took the case to the High Court. His Honour Judge Sycamore, sitting as a deputy judge of the High Court, has now dismissed Metacre’s challenge to the Secretary of State. The judgement said: “Although it was recognised that there is a housing need (Eric Pickles) was not persuaded that such need outweighed or justified development in the countryside.” It added: “The correct approach was adopted. “I dismiss this statutory challenge.” CLICK HERE TO DOWNLOAD THE FINAL JUDGEMENT REPORT

MOWBRECK LANE APPEAL REFUSED !

After months of hard work by those opposed (it seems the whole of Wesham !) to the planning application by Metacre Ltd for the development of the land to the north of Mowbreck Lane for 264 houses,the Secretary of State has finally announced that the appeal has been REFUSED.

The Department for Communities and Local Government has notified the developer and interested parties, that the Secretary of State has considered the report from the Inspector, following the inquiry held between 14th and 22nd September 2010, that the original decision of refusal made by Fylde Borough Council would stand.

The developers still have the right to challenge the decision by making application within 6 weeks to the High Court.

Congratulations are in order to:-

Cllr Linda Nulty who delivered the original refusal proposition at Fylde Borough Council and at the inquiry
Medlar-with-Wesham Town Council for their original submission to FBC and at the inquiry
Wesham Action Group for their original submission to Fylde Borough Council and the detailed submission of their case at the inquiry
Many residents either through WAG or individually who made representations at the inquiry

Wesham Town Council have nearly completed the reinstatement of 28 allotments on the Morland Ave site . A grant of £2,500 has been secured from the Lancashire Strategic Partnership and a further £1,000 from Wesham Town Council . This project has turned derelict land with mattresses , furniture and rubbish dumped, into workable plots . Thanks must go to Kirkham Prison Community Projects Team for help in the reinstatement .

Remembrance Sunday Service

The Annual Commemoration Service will take place on Remembrance Sunday (14th November) at The Wesham War Memorial. The congregation will assemble at the War Memorial from around 10.20am to then march through the Town returning to the Memorial for the Remembrance Service. The service will be led by Rev Julie Jones. Everyone will be most welcome to join the congregation and, if they wish, to lay a wreath.

Medlar-with-Wesham New Mayor for 2010-2011

The new Mayor for Medlar-with-Wesham was installed at the meeting held on 18th May. The outgoing Mayor, Cllr Linda Nulty handed over the chain of office to the new Mayor Cllr Alan Clayton. In proposing Cllr Clayton , Cllr Nulty added that she was certain that she was handing over to a 'safe pair of hands' and reflected on the work he has done for the Town Council and the Community Pride Trust for very many years. The proposition was seconded by Cllr Ann Whitby. Cllr Clayton paid tribute to the retiring Mayor and Consort, Mr Richard Nulty, adding that he felt that they had been excellent ambassadors for the Town during their year of office. Cllr Clayton also congratulated Cllr Nulty on her appointment as Deputy Mayor of Fylde. Cllr Nulty was presented with a 'Past Mayors Bar ' to be attached to her Badge. The New Mayor then proposed Cllr Ann Whitby to be Deputy Mayor which was seconded by Cllr Geoff Dixon.

Mowbreck Lane Planning Application APPEAL

Fylde Borough Council's Planning Committee refusal for the 264 houses on the land to the North of Mowbreck Lane has been challenged by the land owner who has appealed against the decision. The date for the appeal has yet to be announced.

Wesham Action Group are hosting a public meeting at Wesham Community Centre on MONDAY 24th May at 7.30pm, to give advice on how the appeal can be rejected. Members of Wesham Town Council will also be on hand to answer any questions.

Mowbreck Lane Planning Application

Fylde Borough Council Development Control Committee met today (17th March 2010) to determine the Planning Application 08/1072 for 264 houses on the land to the North of Mowbreck Lane Wesham.

The application was unanimously refused planning consent.

The meeting commenced at 1pm at the Lowther Pavilion. Many worried Wesham residents took their places in the 'theatre' to listen to the planning process. Over 20 people, including representatives from CPRE (Campaign for the preservation of Rural England), Medlar with Wesham Town Council, WAG (Wesham Action group), NFU, and local residents, had registered to speak as 'objectors' prior to the Development Control Committee debating the application. All of the speakers urged the committee to refuse the application based on many issues. Wesham Town Council's objections can be viewed by clicking here.

At the conclusion of the objectors presentations the DC committee were left in no uncertainty that there were many reasons to refuse the application.

Wesham's Fylde Borough Ward Councillor, Linda Nulty, addressed the committee with sound planning reasons why the application should be refused. One by one the committee made their views known, resulting in a unanimous decision that the application would be refused, despite the planning officer recommending approval of the application.

This will be held on Thursday 11th March at 7.30pm at Wesham Community Centre.

Wesham school children warned about seatbelt safety

LOCAL police officers are delivering a series of talks to primary schools in Wesham on the importance of wearing a seatbelt.

PC Gary Cross and Police Community Support Officer (PCSO) Jacqui Marwick, both from the Wesham Neighbourhood Policing Team, will be delivering a series of presentations at Wesham C of E Primary School and St Joseph’s RC Primary School in the coming days.

Billy the Bee, the mascot for the Lancashire Partnership for Road Safety’s campaign, will also be visiting the schools to talk to the pupils.

PC Cross, Community Beat Manager for Wesham, said: “The purpose of the visits is to highlight the importance of wearing a seatbelt to the children.

“Wearing a seat belt can save your life and these visits allow us to get this message across to the children in a fun and interactive way.

“We are also measuring each child’s height so that we can provide advice to parents on the type of car seat that would be appropriate for the child.”

The officers are running a competition in the schools by asking the children to develop a poster on the seatbelt campaign. Prizes will be given to the posters judged to be the best.

"Make Hay While the Sun Shines" = "Make Money while it Snows "!

In the previous post, it was reported that Wesham Town Councillors had made arrangements to have as many of the public area pavements gritted. This was done with the excellent support from staff and inmates of Kirkham Prison.

During the purchase of the rock salt from an independent supplier, it has come to light that the cost per ton has increased daily. On Wednesday morning it was £125 per ton, by afternoon it was £150. The following morning (Thursday) it had shot up to £232.65. It is not surprising that the supplier would not accept an order at the end of trading on Wednesday and we were advised to place the order first thing on Thursday!

No doubt the supplier will equally blame their suppliers.

Sadly somebody somewhere is taking unreasonable advantage?

The Current Cold Spell Problems

It goes without saying that the current cold spell is causing many difficulties for everyone. Wesham Councillors have taken steps to obtain an (overpriced !) amount of rock salt from an independent supplier which has been scheduled to be spread in the most needed places. The areas around The Memorial;The Post Office; The Co-op; The 2 Schools/Church entrances, the school crossing areas and Wesham Community Centre have been identified.
The supervisors of the Kirkham Prison Service have kindly agreed to collect the salt and with the aid of the inmates, as many of the pavements will be gritted as soon as possible, subject to the quantity of rock salt available.

Weshams Best Kept Gardens Competition 2009

The November Wesham Community Pride Trust News poster is currently being distributed. This months issue gives details of the 'Best Kept Gardens Competition 2009 - Awards.

The event was held on November 10th at Wesham Community Centre. A presentation was given on the work of WCPT by the Chairman, Cllr Alan Clayton to a packed room of invited guests.

The prizes for the best kept gardens and certificates to several people, schools and organisations were presented by the Mayor of Wesham Cllr Linda Nulty. The Best Overall certificate and the 'Tom Cawley Trophy' was presented by Trish Cawley to Mrs Jessie Whiteside of Market St Wesham.

Mrs Whiteside was also presented with a certificate by the Mayor of Medlar-with-Wesham, Cllr Mrs Linda Nulty for being judged 1st in the large garden category.

Wesham Pays its' Respects

Wesham's Community attended in large numbers at the Remembrance Day Service .Wreaths were layed by the following organisations:-Medlar-with-Wesham Town Council; Fylde Borough Council; St Joseph's Catholic Church; The Armed Forces; Christ Church Wesham;Lancashire Constabulary;St John Ambulance;The Scout Association;The Guide Association;St Joseph's Catholic Primary School; Medlar-with-Wesham C.E Primary School; Wesham and Treales Christ Church Youth Group;Kirkham and Fylde Rural Lions; Mrs Evelyn Ogden, Wesham Community Pride Trust and members of the public.

The Service was officiated by Rev Dr Alan Leeson.
The Remembrance Service has, over the years, increased in numbers attending at the Memorial. For the organisers it was particularly pleasing to see so many young people attending and laying wreaths.

The Last Post and Reveille was played by Ben Wood from the 2 Rifles Regiment.

Christ Church Wesham Appointment of Priest in Charge

North West in Bloom Wesham Judging

On Tuesday 21st July, Wesham was visited by the Judges of the North West in Bloom organisation. They were escorted through Wesham by the Chairman of Wesham Community Pride Trust, Cllr Alan Clayton and Secretary John Westmoreland.
At the start of the tour each Judge was given a 'Handbook' indicating the work that has been put in by the group throughout the year. The Handbook can be viewed by clicking here.

Medlar-with-Wesham's Civic Sunday

Medlar-with-Weshams newly installed Mayor, Cllr Linda Nulty attended Civic Sunday at Christ Church Wesham on Sunday 21st June. The Mayor, escorted by her Consort, Mr Richard Nulty was accompanied by Town Council members, the Mayor and Mayoress of Kirkham, LCC Cllr Liz Oades and civic dignitaries, together with the Rose Queens of St Joseph's and Christ Church. Representatives from the Scouts, Guides, Brownies and Beavers formed a guard of honour at the Church entrance together with many members of the public. The service was officiated by Rev Alan Leeson.

Wesham Operation Cleansweep

The Wesham Operation Cleansweep Team .........

Willing volunteers turned out on Sunday morning for the 'Operation Cleansweep' event. The morning was a great success with many bags of litter being filled leaving Wesham looking spick and span. The team consisted of Police and Fire service members, Wesham Community Pride Trust members and a special mention must be made to the young people who gave up their Sunday morning to help. Our thanks also to Bryan Ward at Fylde Borough Council who arranged for the tools to fulfil the tasks.

Installation of Mayor of Medlar-with-Wesham 2009/10

The new Mayor for Medlar-with-Wesham was installed at the meeting held on 19th May. The outgoing Mayor, Cllr Michael Devaney handed over the chain of office to the new Mayor Cllr Linda Nulty. In proposing Cllr Nulty, Cllr Devaney added that he was certain that she would fulfil her duties in an exemplary way and reflected on the work she has done for the Town for very many years both at the Town Council and the Borough Council. The proposition was seconded by Cllr Geoff Dixon. Cllr Nulty paid tribute to the retiring Mayor and Mayoress, Mrs Caroline Devaney, adding that she felt that they had been excellent ambassadors for the Town during their year of office. Cllr Devaney was presented with a 'Past Mayors Badge'.
The Mayor then proposed Cllr Alan Clayton to be Deputy Mayor which was seconded by Cllr David Ogden.

Mowbreck Lane Development Wesham Town Council Notice of Objection

Medlar-with-Wesham Town Council have prepared a document to Object to the proposed Planning Application for 264 houses on the land to the North of Mowbreck Lane, submitted by Metacre Ltd. The document, which can be viewed by clicking here, is currently being distributed to all Development Control Committee members and Officers in readiness for the planning meeting where the application will be accepted or rejected.

There is overwhelming objection from the residents to the proposal. In addition to the Town Council's submission, a further submission has been made by the Wesham Action Group, which can be viewed by clicking here.

WAG are also having an 'Bake a Cake' and Balloon Race event to raise funds for their campaign. The event will be at the 'Lane Ends' Wesham on Sunday May 24th at 3.00pm.

Mayor Elect Nomination 2009/10

At the recent Wesham Town Council meeting, held on Tuesday 17th March 2009, Cllr Mrs Linda Nulty was unanimously voted to be the Mayor of Medlar-with-Wesham for 2009/2010. Cllr Alan Clayton was elected as Deputy Mayor. The hand over from the current Mayor , Cllr Michael Devaney will be at the annual 'Mayoral Installation' meeting on May 19th.
The annual Parish Meeting for all Medlar-with-Wesham Residents will be at 7 pm on Tuesday April 21st followed by the normal Town Council meeting at 7.30pm.

KIrkham Baths are Saved!

"I should like to thank all those people who have ACTUALLY DONE ALL THE HARD WORK to ensure the future of Kirkham Baths. Thanks to the residents of Kirkham, Wesham and the rural Fylde for their support at all times. Tribute must be made to the members of the Rural Splash group, they are the real reason that the Baths have been saved, they have worked tirelessly since March last year to draw up a workable business plan, they have pioneered the way forward by approaching the Y.M.C.A. with a view to joint working and they have found the way to provide swimming at a much reduced price.

Thank you also to Clare Platt and John Cronin for their recent work in facilitating the deal and all the staff of Kirkham Baths for their hard work and loyalty.

We move forward to a hopefully successful future, we will continue to do all we can to continue to provide leisure services in the rural area and hopefully improve on our present services."

Wesham Road resurfacing continues......

Lancashire County Councils, Fylde East Councillor, Liz Oades is delighted that more highways works are being carried out in Wesham. Following the recent re-surfacing of Garstang Rd South, the long awaited work on Garstang Road North is scheduled to be commenced on 6th March until 13th March. Some inconvenience is inevitable, with single carriageway operation and temporary traffic lights, but the end result will be well worth it.
Station Road is scheduled to be completed at the start of the new financial year.
Following excellent co-operation from Weshams’ Fylde Borough Councillor, Cllr Mrs Linda Nulty, and Wesham Town Council, many areas were previously identified that are now being completed. Since being elected over 3 years ago, Cllr Oades has worked with the LCC highway department to get a rolling programme of works carried out in her Ward and is pleased that more road/footway treatments are added each year, she believes that regular maintenance is essential to ensure that roads and pavements are kept in a good state of repair. Cllr Oades also commented that the County Council has added an extra £5.746 million in the 2008/09 year with a further £5.218 million allocated for the following two years.

Following on from the previous post, a brief update on the situation on the Mowbreck Lane housing development application is as follows:-

The group of over 25 residents that volunteered at the public meeting (21st Jan 09) to form an action group, attended a meeting last night (5th February) at Wesham Community Centre.

The enthusiastic members discussed the next steps forward in working in parallel with the Town Council to register their objections to the Metacre proposal.

The group have adopted the name 'Wesham Action Group' and appointed a Chairman. Over the next few days the Wesham Forum will publicise the progress that is being made and provide links to a dedicated web site currently being organised and also to http://www.wesham.org.uk/.

THE MOWBRECK LANE PROPOSED DEVELOPMENT LATEST ..........

Medlar-with-Wesham Town Council hosted a further Public Meeting on Wednesday 21st January at Wesham Community Centre.

Wesham Mayor Cllr Michael Devaney welcomed over 150 residents to a packed hall to air their views. The Mayor introduced the Town Council and invited Wesham Cllr, Linda Nulty, also a FBC Development Control Committee member, to update the meeting. Cllr Nulty explained the current policies and procedures that would be examined by the DC committee when the final decision is taken by Fylde Borough Council. Cllr Alan Clayton outlined the steps that the Town Council had taken since being aware of the planning application submitted by Metacre Ltd. At two recent previous meetings, one arranged by the Town Council and one by Metacre Ltd, the message from residents has been a resounding “NO SUPPORT” for the development.The public were then invited to make their feelings known. Concern was expressed about many issues including; the category of land, currently grade 1-2 agricultural; drainage; the impact on the biological heritage site; safe access and egress to the site etc. There was no support expressed by any person.
A resident stated “a lot of very useful and important points were raised. One was to stress the importance of actually writing to the FBC Development Control Committee”. A full list of address details can also be viewed on the Town Council Notice Board (at the old fire station) and on the Community Centre Notice Board.
It was stressed the content of these correspondences should be strictly factual based on the current planning policies as outlined by Cllr Nulty . Emotive pleas are often disregarded if there are no actual policy related points included.
The meeting concluded by inviting ‘volunteers’ to form a separate group to investigate in more depth the support that may be given from bodies such as The National Trust; Environmental Services; Wildlife Trusts and bird Clubs etc. Some 24 people came forward!
The Town Council will, at the meeting to be held on Tuesday 27th January, be discussing their submission to Fylde Borough Council Development Control Committee, and also following up the formation of an additional group from the volunteers.

The Public Meeting, previously reported on the Wesham Billboard, called by Medlar-with-Wesham Town Council, was held on Thursday 27th November, to hear the views of the public about a potential additional housing development in Wesham.

Cllr Linda Nulty began the discussion by outlining the current situation regarding a potential application on land to the north of the Town.

It was stressed that the discussion should be, at this stage, considered as 'in principle' , as no detailed plans were available.

The Community Centre was packed with residents and interested parties who collectively indicated later that they did not want any more housing in Wesham.

"Wesham has had more than its' fair share of housing in the Fylde"

It was reported that a developer was in discussion with Fylde Borough Council concerning land north of Mowbreck Lane. Whilst no specific plans have yet been lodged with Fylde Borough Council, it seems that there is an intention to put an application in to build around 200 houses.

Medlar-with-Wesham Town Council, when they were made aware of the potential planning application being submitted, decided to call a public meeting to give residents an opportunity to express their views.

Many arguments were put forward by the meeting protesting about the potential plans. In a show of hands the vast majority of the audience indicated they would oppose any plans. Nobody spoke in favour of the idea of having even more housing in the Town.

The following comments were a sample of those made:

"There are already enough houses in the town and that existing developments remained unsold"
Fears were raised the additional building would put more pressure on roads and schools, and lead to the loss of open space.
"The by-pass is already really busy at rush hour and parking at the train station is inadequate. I don't think the road tructure or the railway can handle any more commuters"
"Any building would severely affect the wild life and the biological heritage site in this area".

Reference was also made to the Housing Section in the recently completed Parish Plan which reinforced the views of the residents as indicated in the responses to the questionnaire issued during the year.

A member of Medlar-with-Wesham Town Council, at the conclusion of the meeting said that the views expressed on the night would be taken into consideration when the Town Council prepare their response to any any plans if and when they are submitted.

A Public Meeting will be held at 7.30pm on Thursday 27th November at Wesham Community Centre to discuss the Potential Housing Development on the land at the rear of the Fleetwood Road recreation ground. A notice has been issued to every household in Wesham together with the recently completed Parish Plan.
Page 19 of the Plan (viewable by clicking here) covers a section on 'Housing' and gives a flavour of the current feelings of Wesham Residents.
Also on the Agenda will be the Parish Plan itself and the way to take it forward, Kirkham Baths and the Fleetwood Rd Skateboard Park.

Wesham Pays its' Respects on Remembrance Sunday

Officiated by Rev Alan Rawe, Wesham's Community attended in large numbers at the Remembrance Day Service .
Wreaths were layed on the memorial by the following organisations:-
Medlar-with-Wesham Town Council; Fylde Borough Council;The Armed Forces; Christ Church Wesham;Lancashire Constabulary;St John Ambulance;The Scout Association;The Guide Association;St Joseph's Catholic Primary School;Medlar-with-Wesham C.E Primary School;Wesham and Treales Christ Churh Youth Group;Kirkham and Fylde Rural Lions; Mrs Linda Higham and Wesham Community Pride Trust.

The Service was a truly Community spirited mark of respect in memory of those who sacrificed their lives for us during wars.

The Remembrance Day Service has, over the years, increased in numbers attending at the Memorial. For the organisers it was particularly pleasing to see so many young people attending and laying wreaths.

During the service hymns were sung by the congregation accompanied by Carr Hill High School Band, the last post being played by a band member prior to the minutes silence.

"They shall not grow old,
As we that are left grow old,
Age shall not weary them,
Nor the years condemn,
At the going down of the sun,
and in the morning,
We will remember them"

A poem was read by Councillor Linda Nulty during the service:

Wesham Skateboard Park Official Opening

Wesham's new skateboard park has been officially opened by the Mayor of Medlar-with-Wesham , Cllr Michael Devaney. The event took place on Thursday evening (6th November 2008) attended by members of Wesham Town Council; Lancashire County Cllrs, Bernard Whittle and Liz Oades; Fylde Borough Cllr, Linda Nulty; former Chairman of Fylde Children and Young People's Group, Richard Nulty; Executive members and Officers of the Local Strategic Partnership; Fylde Borough Officers; local skateboarders and mountain bikers.
Cllr Devaney paid tribute to all those involved in achieving the new facility for the youth of Wesham and Kirkham and he outlined the work and funding that had gone into the project by the Local Strategic Partnership, particularly the Play Partnership as part of the Children and Young Peoples Group, Fylde Borough Council and a small sub committee of Wesham Town Council .
After the formal opening, the skateboard was put to good use by local youngsters anxious to demonstrate their skills!

Remembrance Sunday Service

The Annual Commemoration Service will take place on Remembrance Sunday (9th November) at The Wesham War Memorial. The congregation will assemble at the War Memorial from around 10.20am to then march through the Town returning to the Memorial for the Remembrance Service. The service will be led by Rev Alan Rawe. Everyone will be most welcome to join the congregation and, if they wish, to lay a wreath.

New Scout Centre Opening

The Mayor of Medlar-with-Wesham and Town Councillors were amongst the many invited guests to the official opening of the new Scout Centre on Friday 24th October. The Scout Centre, built with the help from many local businesses, was formally opened by Michael Jack M.P, ably assisted by Master Sam Clegg (Cub Scout).
John Barnes's dream came to reality after many years of planning. John, who layed the foundation stone was given an emotional standing ovation when he received a certificate in recognition of his efforts. John, a life long Scouter has been actively involved with the First Kirkham and Wesham Scout Group for over 30 years also received recognition for his exemplary service to the Scouting movement.
An excellent audio presentation was given by Mr Geoff Sumner who had recorded the entire process from demolition of the old 'Scout Hut' to the fine purpose built 'Scout Centre' .

Further work is anticipated to complete the building once the final funding can be achieved. The Scout Group are currently raising the remaining £14,000 necessary and would value and appreciate any contributions towards their goal.

Potential Planning Application Mowbreck Lane

PUBLIC MEETING 27th November 2008

Arranged by Cllr Linda Nulty, Wesham Town Councillors recently held an informal meeting to discuss a potential planning application for housing on the land at the rear of the Fleetwood Road recreation ground, (yet to be submitted to Fylde Borough Council.) It was agreed that at the next Medlar-with-Wesham Town Council meeting (held on 21st October) it would be proposed that a 'Public Meeting' would be arranged to give residents an opportunity to be made aware of the potential proposals and to listen to their views.

At last nights Town Council meeting (21st October) Cllr Nulty proposed that the meeting would be held at Wesham Community Centre on THURSDAY 27th November, at 7.30pm. All Councillors agreed.

Further details will be circulated in a leaflet to be delivered to every household.

The Chairman and Secretary of Wesham Community Pride Trust, Alan Clayton and John Westmoreland, were delighted to accept the award at the prestigious North West In Bloom civic pride event held at the Liverpool Echo Arena on Tuesday 7th October.
They were presented with the award of Best Small Town Joint Second Runner Up by the Lord Lieutenant for Merseyside, Dame Lorna Muirhead and the Mayor of Trafford in front of 500 invited guests.

In making the award the judges took into consideration not just our magnificent floral displays, but also the efforts made to encourage community involvement and pride in our local environment. They were particularly impressed with the facilities for children and dog walkers at Doorstep Green, and also the high standard of gardens throughout Mowbreck Park. The judges also took into account the contributions of Operation Cleansweep and the Best Kept Gardens Competition to the appearance of the town.

The award is also a well-deserved recognition of the high standard of work by the Fylde Borough Council Parks Team in planting and maintaining our floral displays throughout the year.

Wesham Community Pride Trust would like to thank everyone who has played their part in improving our town and achieving this award!

Glimmer of Hope for Kirkham Baths

CAMPAIGNERS are stepping up their determined efforts to take over the running of Kirkham Baths.
Rural Splash, the local group formed to save the baths, are set to present their business plan and design illustrations to all rural Fylde town and parish councillors at Kirkham Community Centre next Tuesday, September 30. The plans will then be presented to Fylde Council on October 7 before they are unveiled to the public. The baths have had a reprieve after being identified for closure by Fylde Council which operates the facility. The council-run pool at St Annes was not so lucky and closed at the end of July. Run by a dedicated group of professionals, Rural Splash members believe that they can save the baths, improve the facility and provide up to date leisure facilities for rural Fylde if their plans are accepted and agreed by Fylde Council.
The group are hoping the council will hand the facility over to them to operate, in conjunction with the YMCA.

Campaigner, Kirkham ward councillor Liz Oades said:-
"We would love to see many of the rural Fylde town and parish councillors on September 30 and hope that they will welcome our plans. "Kirkham Baths is a dearly loved facility in the rural Fylde and it is imperative that it is saved for future generations."

The group hope to get as many town and parish councillors as possible along to Tuesday's meeting. They also want as many members of the public to attend a public meeting arranged for October 7, after the presentation to Fylde councillors at 6pm. A Fylde Council spokesperson said: ""We are very pleased that the group are looking at all possible ways to keep the pool open. We too are striving to do all we can to keep the pool open and will look at the plans with an open mind and assess its merits and feasibility.

NORTH WEST IN BLOOM COMPETITION JUDGING

The judges will visit Wesham on Wednesday 16th July to judge our entry in the Small Town category. They will view our floral displays and areas of special interest, including Doorstep Green and Mowbreck Park. Hanging baskets, tubs and hayracks are in place and a new display bed has been constructed on Weeton Road at the bypass roundabout. Please help to keep the town tidy and free of litter for the judging!

WESHAM BEST KEPT GARDENS COMPETITION 2008
Judging of the annual Best Kept Gardens Competition will take place during the last two weeks of July. Prizes will be awarded for: . Best Overall Garden . Large Garden . Medium Garden . Small Garden . No Garden – window boxes, pots, tubs etc. . Colour . Hard Landscape – gravel, slate, paving etc. . Meritorious Area – to which a number of residents have contributed. So get busy working on your gardens!

KIRKHAM & WESHAM STATION ENHANCEMENT
The Trust and Kirkham in Bloom are organising much-needed improvements to the appearance of the railway station. This will include clearing vegetation from the platform, re-painting the seating, installing raised planting beds and floral display stands, and paintings by local school children in the booking hall. A grant towards materials has been awarded from the Fylde Community Projects Fund, and a meeting with the Northern Rail station manager was held recently to discuss the project.

Tragedy at Family Home

Fire struck a family home on Weeton Road on Wednesday afternoon leaving a bungalow severely damaged.

The road was closed for several hours until the Fire Service were satisfied the fire was completely out.

New hooks have been fitted in readiness for the 6 hanging baskets scheduled to be installed in the next day or so.

Medlar-with-Wesham Parish Plan Questionnaire Update

The results of the Medlar with Wesham Questionnaire will be circulated to all residents in the next few weeks. The final touches are currently being added prior to printing and distribution.

The prize draw winners will be announced at the Wesham Club Day sports and field day event on June 14th at the field to the rear of the Community Centre.

Installation of New Mayor and Mayoress of Medlar with Wesham

The new Mayor and Mayoress of Medlar-with-Wesham for 2008/09, Cllr Michael Devaney and Mrs Caroline Devaney were installed at the Town Council meeting held on 20th May 2008.

Cllr Linda Nulty was installed as Deputy Mayor.

At his initial meeting the New Mayor expressed his thanks to the outgoing Mayor and Mayoress Cllr David Ogden and Mrs Evelyn Ogden for the exemplary way they had carried out their Mayoral duties during the past year. On handing over the Mayoral chain Cllr Ogden thanked the Clerk, Mr Allan Sharples and the Council for their support throughout the year

The Council wish to congratulate Cllr Devaney and Mrs Devaney and hope they have an enjoyable year in office.

OPERATION CLEANSWEEP >>>> A Big Success!

A joint effort of Fylde Borough Council, our local Police Officers, Wesham Town Council and Wesham Community Pride Trust was deemed to be a great success on Sunday morning. Over 20 volunteers responded to the challenge, resulting in the removal of enough rubbish to fill an 8 Ton Skip!

The organisers were particularly pleased to see so many young people joining the group who worked extremely hard all morning.

The weather was kind to the valiant team who donned high visibility jackets and gloves to visit almost every road in Wesham including back alleys, removing a variety of rubbish. A good Community Spirit was felt by all at the end of the session, when the evidence could be clearly seen in the 8 ton skip!

PC Gary Cross and PCSO Jacqui Marwick had drawn up 6 maps identifying areas for the groups to deal with, and with the help Fylde Borough Officer, Bryan Ward, cleaning equipment was supplied and distributed.

After this success, for the second year, plans will be put into place for this to become at least an annual event.

On a warm sunny evening hundreds of Wesham people turned out to welcome home Kirkham and Wesham Football Club after their win at Wembley on Sunday.

The open top bus then made its' way to Kirkham Community Centre to be welcomed by thousands of well wishers, after which a Civic Reception was held.
Presentations were made to the successful team by the Mayor of Kirkham, Cllr Liz Oades, supported by the Mayor of Wesham Cllr David Ogden, to the delight of the supporters.

'The Big Splash'
The first meeting of the working group committed to the saving and restoration of Kirkham Baths took place in Kirkham on April 9th, chaired by Raymond Green, Chairman of the Friends of Kirkham Baths. Members of the working group include the Mayor of Kirkham Councillor Liz Oades, representing Kirkham Town Council and neighbouring parishes, Councillors Elaine Silverwood and Peter Hardy, Trust Lawyers Dickson Haslam , Croft Good and John Rowe both local architects, a builder, marketing consultants, and other experts. Their brief is to prepare a robust business plan for presentation to Fylde Borough Council, which will enable Kirkham Baths to be transferred from the ownership of Fylde Borough Council into a Trust for the community of Kirkham and surrounding parishes. Raymond Green said: 'We have got off to a flying start, with an incredible array of talent on the working group, all of whom are giving their time and effort for nothing to this major project. When the Group has completed its study and Business Plan this will be presented on behalf of the community to Fylde Borough Council, so that the Council can fulfil its promise to pass the facility over into safe hands. We will be looking to establish charitable status which will free the Baths from 90% of its rates burden and will render it eligible for grant aid. We will be looking to Fylde Borough Council for a capped subsidy and will exploring all avenues for revenue including donations grants and fund raising events. We intend to ensure the future of the Baths for Kirkham and surrounding district for decades to come. I would urge the public to support our efforts. The first fund raising appeal will be to 'buy a brick' and this will be launched soon, so that people can go on record as having supported this worthy cause. One of the best ways to support your local baths is to use them. Please, please swim, buy a season ticket if possible, and take your children swimming. This is a fantastic facility on our doorstep. Don't lose it!' The working group have adopted the logo KIRKHAM SPLASH (Kirkham and District Swimming Trust) and you will be seeing much of this in the near future.

OPERATION CLEANSWEEP 2008

Arrangements have now been finalised between *WCPT , Wesham Town Council, Community Beat Manager PC Gary Cross and Fylde Borough Council to arrange for this years' Operation Cleansweep which will be held on Sunday 18th May, starting at 10.00am at Wesham Community Centre.

It is anticipated that colleagues of PC Cross, *Wesham Community Pride Trust Members, and Wesham Town Councillors, will form part of the volunteer force. Any members of the public will be most welcome to join us to perform this 'Community Event' with the aim of tidying up our Town.

The Manager Mick Fuller commented "The FA Vase has been such an incredible journey and I would like to thank everybody associated with the club."It is a dream for every footballer to play at Wembley and, for amateurs, the opportunities are few and far between."

The "Jonathan Brook" Wheelchair Appeal

A Charity Evening is being organised by The Lions in aid of The "Jonathan Brook" wheelchair appeal. The event is being held at The Wesham Community Centre on Sat 19th April and this is in conjunction with the celebration of the 25th anniversary of the Community Centre.
Jonathan Brook lives in Kirkham and is a young man who is in desperate need of a special type of wheelchair which will cost in the region of £8,000.
The tickets are only £5-00 each and this is to include an "Hot Pot" supper. You will also get £15,000 of "Funny Money" to gamble.

Mayor Elect Nomination

At the recent Wesham Town Council meeting, held on Tuesday 24th March 2008, Cllr Michael Devaney was unanimously voted to be the Mayor of Medlar with Wesham for 2008/2009.

Cllr Mrs Linda Nulty was elected as Deputy Mayor. The hand over from the current Mayor , Cllr David Ogden will be at the annual 'Mayoral Installation' meeting on May 20th.

The annual Parish Meeting for all Medlar with Wesham Residents will be at 7 pm on Tuesday April 29th followed by the normal Town Council meeting at 7.30pm.

Plans For Operation Cleansweep 2008

Wesham Community Pride Trust were delighted to be nominated for a Respect award in 2007 following their involvement with the 2006 Operation Cleansweep.

WCPT are again offering their help in support of Medlar with Wesham Town Council.

The initiative has already been discussed with officers at Fylde Borough Council who have offered resources.

The final arrangements are to be discussed at the the next Wesham Town Council Meeting.

KIRKHAM BATHS UPDATE

A public meeting called by the Mayor of Kirkham, Cllr Liz Oades on Tuesday 19th March was held to investigate how the baths can be run after the 1 year period of grace offered by Fylde Borough Council. At a packed meeting at the Kirkham Community Centre outlines of a plan drawn up by Cllr Liz Oades, Cllr Linda Nulty and Cllr Richard Nulty, to create a Trust were put forward by Cllr Oades. The plan was supported by the Chairman of the Friends of Kirkham Baths, Raymond Green. Various options for the funding were discussed including the support from Parish Councils. Wesham Town Council indicated their support and several other Councillors agreed to report back to their respective Councils' seeking their agreement.

It was indicated that Fylde Borough Council would be "minded" to pay a subsidy during the set up period. It was made clear to the meeting that a large sum of money would be needed annually to maintain the operation of the baths but if successful it would remove the annual uncertainty of possible closure. The concept of donations/subscriptions/fund raising were discussed and in general, support was expressed. Councillor Oades and fellow Councillor Elaine Silverwood were delighted at the expressions of support from the meeting....Mr Green added that he thought the proceedings were "very positive".

With the aim of taking the plan forward to form a Trust, around 12 members of the public volunteered to be part of the process.

A resident of Kirkham, who was part of the organisation team who arranged for the protest march, was also delighted with the progress and said "I think the idea of a trust is definately the way forward."

It was agreed that as much publicity as possible should be given to the proposals in order to encourage residents to consider supporting financially. Further plans will be put forward after various legal issues concerning covenants and leases have been checked over.

It is intended to create a 'KirkhamBaths' stand alone website. The necessary arrangements are currently being worked on. Once established, links will be set up to and from http://www.wesham.org.uk/ and the Wesham billboard.

The Politics Show BBC1 TV : Baths Closures

During the presentation a very eloquent young lady (aged 13) was interviewed when she expressed her concern at the closure of the baths and made reference to a web site she has constructed.

A Public Meeting, arranged by the 'Friends of Kirkham Baths', is to be held on Tuesday 18th March 2008 at 7.30pm at KIRKHAM COMMUNITY CENTRE. The purpose of the meeting is to create a committee to research funding streams and best practice on pool management to prepare for any further cuts in Council Funding.

Representatives from Parish Councils and members of the public are invited to attend.

Wesham Community Pride Trust Next Meeting

The next Wesham Community Pride Trust meeting will be held on March 26th 2008. Committee members will be informed of the Agenda in due course.

We have recently been reminded that attention is required at the Everest Court Pergola. I am pleased to report that this item along with a number of other projects are already included on a rolling work programme for the summer months. We, the WCPT, are most grateful to the Probation Service who have agreed to help us and include this and many other projects in this years' programme.

During the winter months the Probation Service have removed all the wooden benches from the Town and they have been painted and repaired as necessary. The benches are scheduled to be replaced in the next few weeks.
